For stays longer than three months, EU/EEA citizens are required to register their residency at the anagrafe (registry office) of the comune where they live. This is the EU equivalent of “getting your papers in order” — and, unlike non-EU citizens, you do not need a residence permit to do it.

What you must demonstrate

EU free-movement rules let you register if you fall into one of these categories:

  • you are employed or self-employed in Italy; or
  • you have sufficient economic resources for yourself (and family) plus health insurance cover; or
  • you are enrolled in study and have health cover and resources.

You prove the relevant condition with supporting documents (a work contract, proof of income, enrolment, insurance, etc.).

The process

  1. Apply at your comune’s anagrafe with your ID, codice fiscale, proof of your category, and proof of address.
  2. The comune processes the request and arranges a residency-address check — typically a visit by the local police (vigili) to confirm you live at the stated address.
  3. Once confirmed, you are entered in the population register and can obtain an attestazione di iscrizione anagrafica.

Why it matters

Registered residency is what unlocks enrolment in the national health service (Step 3), and is the reference point for tax residency, your carta d’identità, and many local services.

In Taranto

In Taranto, the residency declaration is filed online through the comune’s Sportello Telematico Polifunzionale; the practice is handled by the Ufficio cambio residenza (PEC: anagrafe.comunetaranto@pec.rupar.puglia.it, switchboard 099 4581111).

  • How to submit: authenticate with SPID, CIE or CNS and file the change-of-residence declaration; if a whole household moves, all adult members sign and any one of them can submit. Filing is free.
  • Timeline: declare within 20 days of moving; registration takes effect from the declaration date and is recorded within two working days. The comune then has 45 days for checks — no news means approval (silenzio-assenso).
  • Documents: IDs of everyone moving, codice fiscale, your title to occupy the dwelling (lease, deed, comodato), plus the owner’s availability declaration with a copy of their ID. EU citizens also attach the national proof-of-stay set (work, study or sufficient resources + health cover).
  • Local quirks: put your surname on the doorbell and mailbox — the Polizia Locale verifies the address in person — and regularise your TARI (waste tax) position at the same time. Once in ANPR, your address updates automatically with Motorizzazione, INPS and Agenzia delle Entrate.
