Verified against EU free-movement rules and official guidance (Ministero dell’Interno / Anagrafe Nazionale, Your Europe). The local procedure — office, booking system and forms — varies by comune, so check your city’s page or your Comune’s website for the specifics.

For stays longer than three months, EU/EEA citizens are required to register their residency at the anagrafe (registry office) of the comune where they live. This is the EU equivalent of “getting your papers in order” — and, unlike non-EU citizens, you do not need a residence permit to do it.

What you must demonstrate

EU free-movement rules let you register if you fall into one of these categories:

  • you are employed or self-employed in Italy; or
  • you have sufficient economic resources for yourself (and family) plus health insurance cover; or
  • you are enrolled in study and have health cover and resources.

You prove the relevant condition with supporting documents (a work contract, proof of income, enrolment, insurance, etc.).

The process

  1. Apply at your comune’s anagrafe with your ID, codice fiscale, proof of your category, and proof of address.
  2. The comune processes the request and arranges a residency-address check — typically a visit by the local police (vigili) to confirm you live at the stated address.
  3. Once confirmed, you are entered in the population register and can obtain an attestazione di iscrizione anagrafica.

Why it matters

Registered residency is what unlocks enrolment in the national health service (Step 3), and is the reference point for tax residency, your carta d’identità, and many local services.

Next step

Once you are a registered resident, you can enrol with the regional health service and choose a medico di base (family doctor).

In Pescara

Pescara has joined the Interior Ministry’s online change-of-residence procedure: the comune points you to the national ANPR portal first, with paper and PEC as fallbacks.

  • Online: log in to ANPR with SPID, CIE or CNS and submit the residence declaration for yourself and your household; the comune’s Sportello Telematico hosts the same “cambio abitazione o residenza” service.
  • Paper / PEC: alternatively, download the comune’s residence-change form (plus a simplified version for minors and protected adults) and submit it on paper or by PEC to protocollo@pec.comune.pescara.it.
  • In person: Ufficio Anagrafe, Via Calabria 3 — Mon/Wed/Fri 8:30–12:00; Tue/Thu also 15:30–17:00. Demographic-services phone line 085 4283700 (residency is option 4): Mon/Wed/Fri 9:00–11:00, Tue/Thu 15:30–17:00.
  • Timeline: national rule — the comune records the declaration (provisionally) within 2 days, then an address-check phase of up to 45 days. Put your surname on the doorbell and mailbox: the Polizia Locale uses it to verify.
  • Local quirks: registration in ANPR auto-updates Motorizzazione, INPS and Agenzia delle Entrate; the comune expects you to regularise your TARI (waste-tax) position when you declare.
  • EU citizens: registration is required for stays over 3 months (proof of work, study or resources + health cover); once registered you can request the attestazione di iscrizione anagrafica online — €16 marca da bollo, issued within 30 days.

Frequently asked questions

Do EU citizens need a residence permit (permesso di soggiorno)?

No. EU/EEA citizens establish their right to stay by registering at the comune's anagrafe, not by obtaining a permesso di soggiorno (which applies to non-EU citizens).

When must I register?

EU citizens intending to stay in Italy for more than three months are required to register their residency at the comune where they live.

What do I receive?

After your registration is processed (including a residency-address check), you receive an attestazione di iscrizione anagrafica confirming you are a registered resident.
