For stays longer than three months, EU/EEA citizens are required to register their residency at the anagrafe (registry office) of the comune where they live. This is the EU equivalent of “getting your papers in order” — and, unlike non-EU citizens, you do not need a residence permit to do it.

What you must demonstrate

EU free-movement rules let you register if you fall into one of these categories:

  • you are employed or self-employed in Italy; or
  • you have sufficient economic resources for yourself (and family) plus health insurance cover; or
  • you are enrolled in study and have health cover and resources.

You prove the relevant condition with supporting documents (a work contract, proof of income, enrolment, insurance, etc.).

The process

  1. Apply at your comune’s anagrafe with your ID, codice fiscale, proof of your category, and proof of address.
  2. The comune processes the request and arranges a residency-address check — typically a visit by the local police (vigili) to confirm you live at the stated address.
  3. Once confirmed, you are entered in the population register and can obtain an attestazione di iscrizione anagrafica.

Why it matters

Registered residency is what unlocks enrolment in the national health service (Step 3), and is the reference point for tax residency, your carta d’identità, and many local services.

In Novara, the residency declaration is handled by the Anagrafe at Via Fratelli Rosselli 1 and can be filed through several channels.

  • How to submit: online via the national ANPR portal (SPID, CIE, CNS or eIDAS), via the comune’s own portal (unica.comune.novara.it), in person by appointment (booked at prenotazioni.comune.novara.it), or by post (registered or ordinary mail) to Ufficio Anagrafe, via Rosselli 1, 28100 Novara.   • Timeline: preliminary registration within 2 working days (after which you can request residence certificates); checks — including visits by the local police — are completed within 45 days. The service is free.
  • Documents: declaration form, codice fiscale and valid ID for every household member, proof of your right to occupy the property (cadastral data, lease or comodato), plus driving-licence and vehicle-plate data.
  • EU citizens: must also meet the Allegato B requirements — proof of work, or study/sufficient resources plus health cover.
