For stays longer than three months, EU/EEA citizens are required to register their residency at the anagrafe (registry office) of the comune where they live. This is the EU equivalent of “getting your papers in order” — and, unlike non-EU citizens, you do not need a residence permit to do it.

What you must demonstrate

EU free-movement rules let you register if you fall into one of these categories:

  • you are employed or self-employed in Italy; or
  • you have sufficient economic resources for yourself (and family) plus health insurance cover; or
  • you are enrolled in study and have health cover and resources.

You prove the relevant condition with supporting documents (a work contract, proof of income, enrolment, insurance, etc.).

The process

  1. Apply at your comune’s anagrafe with your ID, codice fiscale, proof of your category, and proof of address.
  2. The comune processes the request and arranges a residency-address check — typically a visit by the local police (vigili) to confirm you live at the stated address.
  3. Once confirmed, you are entered in the population register and can obtain an attestazione di iscrizione anagrafica.

Why it matters

Registered residency is what unlocks enrolment in the national health service (Step 3), and is the reference point for tax residency, your carta d’identità, and many local services.

In La Spezia

In La Spezia, the registry office (Anagrafe – Demografia e statistica) is in the Palazzo Civico, Piazza Europa 1, 19124 — desks open Mon–Fri 08:00–12:00 and Sat 08:00–11:15.

  • Online: the comune routes residence declarations through the national ANPR portal — log in with SPID, CIE, CNS or eIDAS (an EU digital identity works) and start a dichiarazione di trasferimento; there is a dedicated flow for EU citizens, which lets you upload documents or pull them from another EU administration via OOTS, and optionally leave a phone number and time slot for the address check.
  • In person: book on the comune’s website, then bring your ID and the ministerial declaration form signed by every adult in the household (with copies of their IDs), the exact address including street number and interno, the housing-title section filled in, and your driving licence and vehicle details to declare on the same form. Free of charge.
  • Documents (EU citizens, stays over 3 months): passport/ID, codice fiscale if you have one, property details or lease + the owner’s ID, plus proof of your basis of stay — work, or study/no work with a sufficient-resources self-declaration and health insurance valid at least a year (the EHIC card is not accepted). Non-EU family members of an EU citizen use the same service.
  • Checks and timing: declare within 20 days of moving (national rule; the comune notes EU citizens face no fine for registering late); the local police verify the address within 45 days, after which the registration counts as perfected if you hear nothing.
