Verified against EU free-movement rules and official guidance (Ministero dell’Interno / Anagrafe Nazionale, Your Europe). The local procedure — office, booking system and forms — varies by comune, so check your city’s page or your Comune’s website for the specifics.

For stays longer than three months, EU/EEA citizens are required to register their residency at the anagrafe (registry office) of the comune where they live. This is the EU equivalent of “getting your papers in order” — and, unlike non-EU citizens, you do not need a residence permit to do it.

What you must demonstrate

EU free-movement rules let you register if you fall into one of these categories:

  • you are employed or self-employed in Italy; or
  • you have sufficient economic resources for yourself (and family) plus health insurance cover; or
  • you are enrolled in study and have health cover and resources.

You prove the relevant condition with supporting documents (a work contract, proof of income, enrolment, insurance, etc.).

The process

  1. Apply at your comune’s anagrafe with your ID, codice fiscale, proof of your category, and proof of address.
  2. The comune processes the request and arranges a residency-address check — typically a visit by the local police (vigili) to confirm you live at the stated address.
  3. Once confirmed, you are entered in the population register and can obtain an attestazione di iscrizione anagrafica.

Why it matters

Registered residency is what unlocks enrolment in the national health service (Step 3), and is the reference point for tax residency, your carta d’identità, and many local services.

Next step

Once you are a registered resident, you can enrol with the regional health service and choose a medico di base (family doctor).

In Ferrara

In Ferrara, the change-of-residence declaration is filed online: through the comune’s Sportello Telematico (login with SPID, CIE or CNS) or directly on the national ANPR portal. Filing is free.

  • Offices: the Ufficio Anagrafe sits at via F. Beretta 19, with the Sportello Centrale Anagrafe (SCA) at via F. Beretta 1 plus decentralised desks. In-person registry business requires an appointment booked on the comune’s digital-services portal; info line 800 532 532, email ssdd@comune.fe.it, PEC comune.ferrara@cert.comune.fe.it.
  • Timeline: declare within 20 days of moving; residency runs from the submission date and is recorded within two working days. The comune then has 45 days to check the address — no news means silent approval.
  • Attachments: the declaration form (signed by all adult household members), IDs of everyone moving, the owner’s declaration that the dwelling is available (with their ID), and the assent of the existing family-sheet holder if you join an established household.
  • EU citizens: after three months you can also request the attestazione di iscrizione anagrafica online, attaching proof of your basis of stay (work, study or resources + health cover); a €16 marca da bollo may apply.

After your registration is processed (including a residency-address check), you receive an attestazione di iscrizione anagrafica confirming you are a registered resident.
