For stays longer than three months, EU/EEA citizens are required to register their residency at the anagrafe (registry office) of the comune where they live. This is the EU equivalent of “getting your papers in order” — and, unlike non-EU citizens, you do not need a residence permit to do it.

What you must demonstrate

EU free-movement rules let you register if you fall into one of these categories:

  • you are employed or self-employed in Italy; or
  • you have sufficient economic resources for yourself (and family) plus health insurance cover; or
  • you are enrolled in study and have health cover and resources.

You prove the relevant condition with supporting documents (a work contract, proof of income, enrolment, insurance, etc.).

The process

  1. Apply at your comune’s anagrafe with your ID, codice fiscale, proof of your category, and proof of address.
  2. The comune processes the request and arranges a residency-address check — typically a visit by the local police (vigili) to confirm you live at the stated address.
  3. Once confirmed, you are entered in the population register and can obtain an attestazione di iscrizione anagrafica.

Why it matters

Registered residency is what unlocks enrolment in the national health service (Step 3), and is the reference point for tax residency, your carta d’identità, and many local services.

In Como, the residency declaration goes to the Anagrafe (Settore Servizi Delegati) at Palazzo Cernezzi, Via Bertinelli, 22100 Como, and can be submitted through several channels.

  • How to submit: online via the national ANPR portal (SPID/CIE/CNS); by plain email to anagrafe.iscrizioni@comune.como.it (scanned signed form + ID copy) or PEC to anagrafe.iscrizioni@comune.pec.como.it; by registered mail to Via Vittorio Emanuele II 97; or at the desk without appointment, Mon–Fri 8:30–12:30 (phone info 13:00–14:00: 031.252374 / 031.252218).
  • Local quirk: you must attach proof of your right to occupy the home (lease, deed, comodato…) or complete the substitute declaration in the form — otherwise the declaration is not accepted. At the desk, bring documents in original plus photocopy.
  • Timeline: registered within 2 working days; address and requirement checks follow within 45 days.
  • EU citizens: after 3 months you must register; bring passport/ID plus the circolare 9/2012 Allegato B documents (work, or study/resources + health insurance — EHIC not accepted). The attestazione di regolarità di soggiorno is issued on request once registered.
