Verified against EU free-movement rules and official guidance (Ministero dell’Interno / Anagrafe Nazionale, Your Europe). The local procedure — office, booking system and forms — varies by comune, so check your city’s page or your Comune’s website for the specifics.

For stays longer than three months, EU/EEA citizens are required to register their residency at the anagrafe (registry office) of the comune where they live. This is the EU equivalent of “getting your papers in order” — and, unlike non-EU citizens, you do not need a residence permit to do it.

What you must demonstrate

EU free-movement rules let you register if you fall into one of these categories:

  • you are employed or self-employed in Italy; or
  • you have sufficient economic resources for yourself (and family) plus health insurance cover; or
  • you are enrolled in study and have health cover and resources.

You prove the relevant condition with supporting documents (a work contract, proof of income, enrolment, insurance, etc.).

The process

  1. Apply at your comune’s anagrafe with your ID, codice fiscale, proof of your category, and proof of address.
  2. The comune processes the request and arranges a residency-address check — typically a visit by the local police (vigili) to confirm you live at the stated address.
  3. Once confirmed, you are entered in the population register and can obtain an attestazione di iscrizione anagrafica.

Why it matters

Registered residency is what unlocks enrolment in the national health service (Step 3), and is the reference point for tax residency, your carta d’identità, and many local services.

Next step

Once you are a registered resident, you can enrol with the regional health service and choose a medico di base (family doctor).

In Campobasso

In Campobasso, the residency declaration is handled by the Servizi Demografici in Piazza Vittorio Emanuele II, with the online route running through the national ANPR portal.

  • How to submit: online via ANPR with SPID, CIE, CNS or eIDAS; by PEC to comune.campobasso.protocollo@pec.it (attach the digitally signed declaration form); by registered mail (A/R) to Comune di Campobasso, Servizi demografici, Piazza Vittorio Emanuele II, 86100 Campobasso; or in person at the Ufficio Protocollo, Piazza Vittorio Emanuele II 29. The form is in the Documenti section of the service page; the procedure is free.
  • Timeline: registration within 2 working days; residency and family certificates from day 3, and the checks must close within 45 days — silence counts as approval (silenzio-assenso).
  • EU citizens: a dedicated ANPR flow (“Trasferimento della residenza in Italia”) covers moves from abroad for stays over 3 months, including non-EU family members; have your ID/passport, codice fiscale and property or lease details ready, plus proof of your basis for staying.
  • Local quirk: put every household member’s name on the intercom, doorbell and mailbox — the municipal police verify presence at the address — and regularise local taxes (Via Cavour offices) within 60 days of registration.

EU citizens intending to stay in Italy for more than three months are required to register their residency at the comune where they live.

What do I receive?

After your registration is processed (including a residency-address check), you receive an attestazione di iscrizione anagrafica confirming you are a registered resident.
