The EU long-term residence permit

Five years of legal residence unlock the permesso di soggiorno UE per soggiornanti di lungo periodo (art. 9 TU) — the permanent status every temporary permit builds toward. Facts verified 22 July 2026; orientation, not legal advice.

Who qualifies

• A valid permit held for at least 5 years. Short-stay and diplomatic periods never count, and you cannot apply while residing on a study/vocational permit, temporary protection, or the "special cases" permits. (A "study years count half" rule circulates online — it is not in art. 9; Italy did not transpose that directive option.)
• Income of at least the annual assegno sociale — €7,101.12 for 2026 (provisional INPS revaluation; re-indexed every January). Family applications use the family-reunification income scale plus suitable housing.
• The A2 Italian test (pass mark 80%), booked online via the prefettura portal — with broad exemptions: under-14s, A2+ certificates from the four certifying bodies, Italian diplomas or university attendance, research-permit and international-protection holders, certified learning impairments.
• No public-order or state-security concerns.

Continuity: how absences count

The 5 years survive absences shorter than 6 consecutive months and totalling no more than 10 months overall (longer excusable for military service, serious health reasons, or other proven serious grounds). After issuance, the status is lost only by absence from the EU for 12 consecutive months or from Italy for 6 years — and can be reacquired after just 3 years of new residence.

What it gives you

• Permanent status: the 10-year card renewal is a document update, not a re-test of the requirements.
• Any employed or self-employed work, no work-contract formalities.
• Equal access to social assistance, social security, health, education, and public housing (tied to actual residence in Italy).
• EU mobility: stays over 3 months in other member states to work or study, under the mirrored EU rules.
• The strongest expulsion protection short of citizenship — only serious public-order or state-security grounds, weighed against age, ties, and length of stay.

How to apply

1. Pass (or be exempt from) the A2 test — the result reaches the Questura electronically; retakes only after 90 days.
2. Apply via the Poste Italiane kit (or at participating comuni/patronati) with passport copy, tax returns and payslips, criminal-record certificates, and residence/family certificates.
3. Costs: €30.46 electronic permit + €16 marca da bollo + €30 registered mail. Issuance is due within 90 days.
